State Council Information Office
The State Council Information Office (SCIO) is the chief information office of the State Council of the People's Republic of China and an external name of the Central Propaganda Department of the Chinese Communist Party. Historically, SCIO was the external name of the Office of External Propaganda (OEP) of the Chinese Communist Party (CCP) under an arrangement termed " one institution with two names." In 2014, OEP was absorbed into the Central Propaganda Department, turning SCIO into an external nameplate. Cai Mingzhao (; born 16 June 1955) is a Chinese politician and journalist. He was appointed president of the Xinhua News Agency in December 2014, succeeding Li Congjun, who had retired. Wang Chen (; born 2 December 1948) is a Chinese journalist and politician who served as a vice chairman of the Standing Committee of the National People's Congress from 2013 to 2023, and a member of the Politburo of the Chinese Communist Party from 2017 to 2022. Cai Wu (; born October 1949) is a retired Chinese politician and a former Minister of Culture of the People's Republic of China. Biography Cai Wu was born in Gansu Province. During the Cultural Revolution, Cai was forced to leave his home in the Wudu region of Gansu. He first went to Gaotai county, and then worked in the coal mines of Shandan county.
