Southern Dairy Compact
The Southern Dairy Compact was an agreement between thirteen states in the southern United States. It was proposed to ensure the continued marketability of dairy producers in the member states and to supply a stable, local supply of milk products to the region. The proposed agreement was modeled on the Northeast Interstate Dairy Compact, that would allow member states to jointly establish a minimum farm price for fluid milk that is above the federally mandated minimum price level in the region. Many southern state legislatures approved membership in the compact, however the required congressional authority to form a compact was never granted. Northeast Interstate Dairy Compact
The Northeast Interstate Dairy Compact was an agreement among the six New England states to support the farm price of milk at a higher level than under federally mandated minimum prices in the region. Provisions The compact created a Northeast Dairy Compact Commission, based in Montpelier, Vermont, charged with setting prices and regulating bulk milk handlers. From 1997 until its expiration on September 30, 2001, the Northeast compact required processors in the region to pay dairy farmers at least $16.94/ cwt. for farm milk used for fluid consumption. Membership The six New England states of Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, and Vermont made up the compact. The 107th United States Congress was a meeting of the legislative branch of the United States federal government, composed of the United States Senate and the United States House of Representatives. Farm Security And Rural Investment Act Of 2002
The Farm Security and Rural Investment Act of 2002, also known as the 2002 Farm Bill, includes ten titles, addressing a great variety of issues related to agriculture, ecology, energy, trade, and nutrition. This act has been superseded by the 2007 U.S. Farm Bill. The act directs approximately 16.5 billion dollars of funding toward agricultural subsidies each year. These subsidies have a dramatic effect on the production of grains, oilseeds, and upland cotton. The specialized nature of the farm bill, as well as the size and timing of the bill, made its passage highly contentious. Debated in the U.S. House of Representatives during the immediate aftermath of the September 11th attacks in 2001, the bill drew criticism from the White House and was nearly amended.
