{{Short description, United Kingdom government office The Social Fund Commissioner was an office created under United Kingdom social security legislation in 1986 to lead the Social Fund.See currently, Social Security Act 1998, ss.37 They were intended to be independent of the government department responsible for social security provision. The office-holder was appointed by the Secretary of State and was the head of the Independent Review Service, located in Birmingham, the headquarters of the Social Fund Inspectors of Great Britain. There was also a small inspectorate in Belfast, Northern Ireland. Social Fund Commissioners (1987–2013) There have been four individuals who have held the post of Social Fund Commissioner since the Social Fund scheme was introduced until its abolition in April 2013. Social Fund (UK)
The Social Fund in the UK was a form of welfare benefit provision payable for exceptional or intermittent needs, in addition to regular payments such as Jobseeker's Allowance or Income Support. The United Kingdom coalition government has abolished the discretionary social fund with effect from April 2013, by means of legislation contained in the Welfare Reform Act 2012. Community care grants and crisis loans will be abolished from April 2013 and instead funding is being made available to local authorities in England and to the devolved administrations to provide such assistance in their areas as they see fit. Introduction There were two categories of Social Fund: # a ‘discretionary’ social fund intended to respond flexibly to meet exceptional and intermittent needs; and # a ‘regulated’ fund intended to cover maternity, funeral, winter fuel and heating expenses. Rosalind Mackworth
Rosalind Jean Mackworth, (10 August 1928 – 19 February 2020) was a British solicitor and public servant. She was chair of the Judicial Commission of the European Union of Women from 1984 to 1987, and served as the first Social Fund Commissioner from 1987 to 1996. Having qualified as a solicitor in 1956, she worked at Gregory Rowcliffe before setting up her own practice in 1967. She amalgamated her practice into Mackworth Rowland in 1982 and that incorporated into Ashley Wilson Solicitors in 2006. Richard Tilt
Sir Robin Richard Tilt (born 11 March 1944) is a British public servant. Formerly a prison governor, he served as Director General of Her Majesty's Prison Service (1996–99), Social Fund Commissioner (2000–09), Chairman of the Social Security Advisory Committee (2004–11) and Independent Chair of the Internet Watch Foundation (2012–17). He was appointed a Knight Bachelor in the 1999 Birthday Honours. Education Tilt was educated at the King's School, Worcester and the University of Nottingham. Career Prison Service Tilt first worked within Her Majesty's Prison Service, as an Assistant Governor, in 1966. He served as Governor of HM Prison Bedford and HM Prison Gartree. Following the removal of Derek Lewis, Director General of the Prison Service, Tilt became acting Director General in October 1995, and was formally appointed Director General on 1 April 1996, retiring in 1999.
