History In 2012, the Skid Row Running Club was founded by Los Angeles Superior Court Judge Craig Mitchell at the Midnight Mission, as an effort to improve the livelihood of those in the Skid Row, Los Angeles, Skid Row area. Mitchell was invited down to the Midnight Mission by Roderick Brown, a man Mitchell had previously sentenced to prison. Skid Row is the unofficial name for a neighborhood in Downtown Los Angeles officially known as Central City East. Skid Row contains one of the largest stable populations of homeless people in the United States, estimated at over 4,400, and has been known for its condensed homeless population since at least the 1930s.
