Sergey Burlakov
Sergey Vladimirovich Burlakov (; born 26 May 1971, Taganrog, Rostov Oblast) is a Paralympic athlete, Russian political figure, and deputy of the 8th State Duma, State Duma of the 8th convocation. In 1992 Sergey Burlakov was badly injured in a car crash; and he spent the night at a temperature of -45 celsius, °C being completely immobilized. To save Burlakov's life, doctors decided to amputate his hands and legs (to the knees). After the crash, Burlakov started to engage in sport and soon became a multiple champion of Russia in swimming and athletics among Paralympic athletes. From 2019 to 2021, he was a member of the Civic Chamber of the Russian Federation. In 2020, he was a part of the working group on the 2020 amendments to the Constitution of Russia, amendments to the Russian Constitution. The State Duma (russian: Госуда́рственная ду́ма, r=Gosudárstvennaja dúma), commonly abbreviated in Russian as Gosduma ( rus, Госду́ма), is the lower house of the Federal Assembly of Russia, while the upper house is the Federation Council. The amendments of 2020, which were proposed in January 2020, are the second substantial amendments to the Constitution of Russia of 1993. The State Duma of the Federal Assembly of the Russian Federation of the 8th convocation (russian: Государственная Дума Федерального Собрания Российской Федерации восьмого созыва) is the current convocation of the lower house of Russian parliament. The composition of the 8th State Duma was determined based on the results of the 2021 legislative election. Elections were held using a mixed system: 225 deputies were elected on party lists and 225 — in single-member constituencies.
