Second Mamin Government
The Second Mamin Government (; ) was the 16th composition of the Government of Kazakhstan under the leadership of Prime Minister Askar Mamin. It was formed on 15 January 2021 following the 2021 Kazakh legislative election, 2021 legislative election, where Mamin, who has headed the government since February 2019, was re-appointed as PM by President Kassym-Jomart Tokayev. This also marked the first time that a government cabinet was formed in Kazakhstan as a result of the election due to a 2017 constitutional reform law, with his prime-ministrial nomination being supported by 78 deputies of the lower house Mäjilis. The cabinet resigned in awake of the 2022 Kazakh unrest, massive nationwide unrest on 5 January 2022, which was then briefly led by Mamin's deputy, Älihan Smaiylov, as the acting prime minister of the caretaker government before a new First Smaiylov Government, succeeding cabinet was sworn on 11 January. Asqar Mamin
Asqar Uzaqbaiuly Mamin ( kk, Асқар Ұзақбайұлы Мамин, Asqar Ūzaqbaiūly Mamin, ; born 23 October 1965) is a Kazakh politician and economist who served as the Prime Minister of Kazakhstan from 2019 to 2022, resigning due to pressure from the 2022 Kazakh unrest. He served as First Deputy Prime Minister from 9 September 2016 to 21 February 2019. Previously, he was the president of the Kazakhstan Temir Zholy, the national railway company of Kazakhstan. He also serves as the president of the Kazakhstan Ice Hockey Federation, a position he assumed in 2008. A member of the ruling Kazakhstan's political party Nur Otan, Mamin previously served as äkim of Astana from 2006 to 2008, and as Minister of Transport and Communication in Daniyal Akhmetov Cabinet from 2005 to 2006, and as First Deputy Prime Minister of the Republic of Kazakhstan from 2016 to 2019 and Prime Minister of the Republic of Kazakhstan from 2019 to 2022. The Prime Minister of Kazakhstan ( Kazakh Cyrillic: Қазақстан Республикасының Премьер-Министрі, Kazakh Latin: Qazaqstan Respublikasynyñ Premier-Ministrı, ; russian: Премьер-Министр Республики Казахстан) is the head of government of the Republic of Kazakhstan and the holder of the second highest office within the Republic of Kazakhstan, after the president of Kazakhstan. The prime minister heads the cabinet and advises the president in the every day execution of the functions of the Parliament of Kazakhstan. During the Soviet period, the post was formerly known as the chairman of the Council of Ministers of the Kazakh Soviet Socialist Republic prior to its independence in 1991. Mukhtar Beskenuly Tileuberdi ( kk, Мұхтар Бескенұлы Тілеуберді, ''Mūhtar Beskenūly Tıleuberdı'', ; born June 30, 1968) is a Kazakh statesman who served as Minister of Foreign Affairs of the Republic of Kazakhstan from 18 September 2019 until 29 March 2023. He also served as Deputy Prime Minister of Kazakhstan in the Älihan Smaiylov. Early life and education Tileuberdi was born June 30, 1968, in the village of Aksu, Chimkent region. He graduated from Kirov Kazakh State University ( Al-Farabi Kazakh National University) majoring in philosophy. After graduating from the university, he started working at the departments of History of Philosophy and Chinese Philology of the Al-Farabi Kazakh State University. A mukhtar ( ar, مختار, mukhtār, chosen one; el, μουχτάρης) is a village chief in the Levant: "an old institution that goes back to the time of the Ottoman rule". According to Amir S. Cheshin, Bill Hutman and Avi Melamed, the mukhtar "for centuries were the central figures". Galymzhan Koishybayev (; born 12 April 1968) is a Kazakh diplomat and politician, who is serving as the Deputy Prime Minister of Kazakhstan and Chief of Staff of the Government since 2023.
