Scottish Community Education Council
The Scottish Community Education Council (SCEC) was set up by the Government in 1982 following the Alexander Report which had recommended the establishment of a national agency to advise the Secretary of State for Scotland on all matters relating to community education; and, to promote community education. SCEC was a non departmental public body. It focussed upon three broad themes - promoting lifelong learning; confronting social change; and, releasing local dynamic and liberating resources. SCEC's first chair was Elizabeth Carnegy, who had previously chaired a government committee into professional community education training. The council had four directors Ralph Wilson 1982–86, Dorothy Dalton 1986–90, Esther Robertson 1990-93 and Charlie McConnell 1993–2002. The secretary of state for Scotland ( gd, Rùnaire Stàite na h-Alba; sco, Secretar o State fir Scotland), also referred to as the Scottish secretary, is a secretary of state in the Government of the United Kingdom, with responsibility for the Scotland Office. Elizabeth Carnegy
Elizabeth Patricia Carnegy of Lour, Baroness Carnegy of Lour, Royal Society of Arts, FRSA, Deputy Lieutenant, DL (28 April 1925 – 9 November 2010) was a Scottish academic and activist. The daughter of Lieutenant-Colonel Ughtred Elliott Carnegy of Lour, and his wife, Violet, Elizabeth Carnegy was educated at Downham School in Essex. She worked in the Cavendish Laboratory in Cambridge from 1943 to 1946 and was president for Scotland of the Girl Guides Association from 1979 to 1989. She was a member of the Council and Finance Committee of Open University from 1984 to 1996. She was a member of the court of the St Andrews University from 1991 to 1996. Beginning in 1989, she was an honorary member of the Scottish Library Association. Carnegy was chair of the Working Party on Professional Training in Community Education Scotland (1975–77), Commissioner at Manpower Services Commission (1979–1982), and a member of the Scottish Council for Tertiary Education (1979–1984). Paulo Reglus Neves Freire (19 September 1921 – 2 May 1997) was a Brazilian educator and philosopher who was a leading advocate of critical pedagogy. His influential work '' Pedagogy of the Oppressed'' is generally considered one of the foundational texts of the critical pedagogy movement, and was the third most cited book in the social sciences according to Google Scholar. Biography Freire was born on 19 September 1921 to a middle-class family in Recife, the capital of the northeastern Brazilian state of Pernambuco. He became familiar with poverty and hunger from an early age as a result of the Great Depression. In 1931 his family moved to the more affordable city of Jaboatão dos Guararapes, 18 km west of Recife. His father died on 31 October 1934.
