Plan Colombia
Plan Colombia was a United States foreign aid, military aid, and diplomatic initiative aimed at combating Colombian drug cartels and left-wing insurgent groups. The plan was originally conceived in 1999 by the administrations of Colombian President Andrés Pastrana Arango and U.S. President Bill Clinton, and signed into law in the United States in 2000. The official objectives of Plan Colombia were to end the Colombian armed conflict by increasing funding and training of Colombian military and para-military forces and creating an anti-cocaine strategy to eradicate coca cultivation. Partly as a result of the plan, the Revolutionary Armed Forces of Colombia, FARC lost much of its power against the Colombian government. Sources conflict on its effects limiting cocaine production, however. Álvaro Uribe Vélez (born 4 July 1952) is a Colombian politician who served as the 31st President of Colombia from 7 August 2002 to 7 August 2010. Uribe started his political career in his home department of Antioquia Department, Antioquia. He held offices in the Empresas Públicas de Medellín, Public Enterprises of Medellín and in the Ministry of Labour (Colombia), Ministry of Labor and was the director of the Special Administrative Unit of Civil Aeronautics (1980–1982). He became the Mayor of Medellín in October 1982.
