Sam Mesi
Salvatore "Sam" Mesi (June 28, 1900 - March, 1971) was a Chicago mobster with the Chicago Outfit criminal organization who was a bookmaker, hitman and Chicago city employee. Suspected in at least four gangland slayings, Mesi operated three off track betting parlors on Chicago's Westside and was associated with Outfit boss Tony Accardo. Mesi was the brother of Philip Mesi, Sr., and uncle of Philip Mesi, Jr.. Sponsored by Twenty-Sixth Ward committeeman Matthew Biesczat, Mesi was hired as a foreman in the city's sanitation department as a reward for his work in the 1959 city elections for the ward alderman and mayor, Richard J. The Chicago Outfit (also known as the Outfit, the Chicago Mafia, the Chicago Mob, the Chicago crime family, the South Side Gang or The Organization) is an Italian-American organized crime syndicate or crime family based in Chicago, Illinois, that originated in the city's South Side in the early 1910s. It is part of the larger Italian-American Mafia. Off-track betting (or OTB; in British English, off-course betting) is sanctioned gambling on horse racing outside a race track. U.S. history Before the 1970s, only the state of Nevada allowed off-track betting. Off-track betting in New York was legalized in 1970, after years of unsuccessful attempts. By the 1970s there were 100 betting parlors in New York City, and twice that number by the late 1980s. In New York City, the thought was that legal off-track betting would increase revenue while at the same time decrease illegal gambling activity, but one effect of the legalization was a decrease of revenue at racetracks. Anthony Joseph Accardo (; born Antonino Leonardo Accardo, ; April 28, 1906 – May 22, 1992), also known as "Joe Batters" and "Big Tuna", was an American longtime mobster. In a criminal career that spanned eight decades, he rose from small-time hoodlum to the position of day-to-day boss of the Chicago Outfit in 1947, to ultimately becoming the final Outfit authority in 1972. Accardo moved the Outfit into new operations and territories, greatly increasing its power and wealth during his tenure as boss.
