SS Harry Luckenbach
The SS ''Harry Luckenbach'', built as a cargo ship ordered by the Luckenbach Steamship Company and built at Sun Shipbuilding and Drydock Co. in Chester, Pennsylvania in 1919. The as yet unnamed ship was requisitioned by the United States Shipping Board (USSB) before completion and converted to a troop transport. The USSB allocated the ship, which had been fitted out with temporary troop accommodation in its cargo spaces, to the Navy which commissioned the ship on 7 July 1919 as USS ''Sol Navis'' with the Identification number 4031A. The ship was decommissioned October 1919 after two trips to France. In 1920 Luckenbach Steamship purchased the ship and operated it commercially as ''Harry Luckenbach'' in intercoastal trade. In April 1942 the ship was turned over to the War Shipping Administration (WSA) with the company assigned as the WSA operating agent. United States Shipping Board
The United States Shipping Board (USSB) was established as an emergency agency by the 1916 Shipping Act (39 Stat. 729), on September 7, 1916. The United States Shipping Board's task was to increase the number of US ships supporting the World War I efforts. United States Shipping Board program ended on March 2, 1934. Initiation The United States' maritime position had been eroding for decades with some Congressional concern, some remedies actually worsening the situation, with European shipping companies dominating overseas trade and just over 10% of the value of trade carried in U.S. owned ships. The 1916 act was the result of Congressional efforts to create a board to address the problem dating from 1914. Convoys HX 229/SC 122
During the Battle of the Atlantic, British merchant shipping was formed into convoys for protection against German submarine attack. In March 1943 convoys HX 229 and SC 122 were the focus of the largest convoy battle of the war. ''Kriegsmarine'' tactics against convoys employed multiple-submarine wolfpack tactics in nearly simultaneous surface attacks at night. Patrolling aircraft restricted the ability of submarines to converge on convoys during daylight. The North Atlantic winters offered the longest periods of darkness to conceal surfaced submarine operations. The winter of 1942–43 saw the largest number of submarines deployed to the mid-Atlantic before comprehensive anti-submarine aircraft patrols could be extended into that area. The War Shipping Administration (WSA) was a World War II emergency war agency of the US government, tasked to purchase and operate the civilian shipping tonnage the United States needed for fighting the war. Both shipbuilding under the Maritime Commission and ship allocation under the WSA to Army, Navy or civilian needs were closely coordinated though Vice Admiral Emory S. Land who continued as head of the Maritime Commission while also heading the WSA.
