The Russian Government (''Government of the Russian State, Omsk government, Kolchak government'') was the highest executive body in White movement, White-controlled parts of Russia during the Russian Civil War, formed as a result of the Kolchak Coup, coup of 18 November 1918 in Omsk headed by Alexander Kolchak. Composition Overview The government was composed of the Supreme Ruler of Russia, Supreme Ruler, the Council of Ministers and the Council of the Supreme Ruler. The government also included the Extraordinary State Economic Conference, which was later transformed into the State Economic Conference. The national flag of the Russia, Russian Federation (, ) is a tricolour of three equal horizontal bands: white on the top, blue in the middle, and red on the bottom. The design was first introduced by Tsar Peter the Great in 1693, and in 1705 it was adopted as the civil ensign of the Tsardom of Russia; the flag continued to be used as a civil ensign under the Russian Empire. The Popular Socialist Party () emerged in Russia in the early twentieth century. History The roots of the Popular Socialist Party (NSP) lay in the 'Legal Populist' movement of the 1890s, and its founders looked upon Nikolai Mikhailovsky, N.K. Mikhailovsky and Alexander Herzen as ideological forerunners. The NSP was founded in 1906, by a number of dissidents from the Socialist-Revolutionary Party (SRs). They objected to the PSR's adoption of political terrorism and wanted to 'nationalize' the land (i.e., turn it over to the state), rather than 'socialize' it (i.e., make it common property of the peasantry), as the PSR proposed. The Popular Socialists also wanted to indemnify landowners; the PSR did not. Ivan Serebrennikov
Ivan Innokentyevich Serebrennikov (; 14 July 1882 – 19 June 1953) was a Russian statesman and Siberian regionalist. He served as Chairman of the Administrative Council of the Siberian Republic from 3 September to 3 November 1918 and Minister of Supply for the Russian State from 18 November to 27 December 1918. Early life Ivan Serebrennikov was born on the 14th of July 1882 in Znamenka, Zhigalovsky District of the Irkutsk Governorate. Serebrennikov received his secondary education in the Irkutsk Classical Gymnasium. On 1 January 1906 he was arrested for participating in an illegal gathering for New Years Day and was sentenced to 3 months in prison. At the end of his sentence, in April 1906, he was expelled from Irkutsk. In the same month he married Alexandra Nikolaevna. He studied at the Military Medical Academy in St. Petersburg. Leonid Ustrugov
Leonid Aleksandrovich Ustrugov (; November 23, 1877 – February 15, 1938) was a Russian railway engineer who served as the Minister of Railways in the White government of Admiral Alexander Kolchak during the Russian Civil War from 1918 to 1920. He later became a victim of Stalin's Great Purge. Family The identity of Ustrugov's parents is unknown. In 1891, he was given the surname of the daughter of a major, Vera Gavrilovna Ustrugova, who adopted him. His first marriage was to Yelizaveta Stepanovna (maiden surname unknown), with whom he had three daughters: Vera, Tatyana, and Elena.
