Russell M. Carneal
Russell Morris Carneal (May 9, 1918 – July 27, 1998) was an American legislator and judge who served in the Virginia House of Delegates from 1954 to 1973. After his retirement from the lower house of the state legislature, Carneal assumed the district court judgeship of York County. In 1977, he was appointed to the Ninth Circuit of the Virginia Circuit Court and retired in 1989. Williamsburg, Virginia
Williamsburg is an independent city in the Commonwealth of Virginia. As of the 2020 census, it had a population of 15,425. Located on the Virginia Peninsula, Williamsburg is in the northern part of the Hampton Roads metropolitan area. It is bordered by James City County on the west and south and York County on the east. York County (formerly Charles River County) is a county in the eastern part of the Commonwealth of Virginia, located in the Tidewater. As of the 2020 census, the population was 70,045. The county seat is the unincorporated town of Yorktown.
