Dufferin is a rural municipality in the province of Manitoba in Western Canada. The separately administered town of Carman lies near its centre. The R.M. was named after Frederick Hamilton-Temple-Blackwood, 1st Marquess of Dufferin and Ava who was Governor General of Canada (1872–78). The now rural municipality was described as a ''new settlement'' in 1874. A rural municipality (RM) is a type of incorporated municipality in the Canadian province of Manitoba. Under the province's ''Municipal Act'' of 1997, an area must have a minimum population of 1,000 and a density of less than to incorporate as a rural municipality. Manitoba has 98 RMs, which had a cumulative population of 301,438 as of the 2016 Census. This is a decrease from 116 RMs prior to January 1, 2015, when municipalities with less than 1,000 people were directed by the provincial government to amalgamate with adjoining municipalities to comply with the ''Municipal Act''. The Municipality of Norfolk Treherne is a rural municipality (RM) in the Canadian province of Manitoba. History It was incorporated on January 1, 2015, via the amalgamation of the RM of South Norfolk and the Town of Treherne. It was formed as a requirement of ''The Municipal Amalgamations Act'', which required that municipalities with a population less than 1,000 amalgamate with one or more neighbouring municipalities by 2015.
