The Executive Committee of the Petrograd Soviet, commonly known as the Ispolkom (russian: исполком, исполнительный комитет, literally "executive committee") was a self-appointed executive committee of the Petrograd Soviet. As an antagonist of the Russian Provisional Government, after the 1917 February Revolution in Russia, the Ispolkom became a second center of power. It was dissolved during the Bolshevik October Revolution later that year. The Ispolkom are known for the controversial "Order No 1" (and 3) which stipulated that all military units should form committees like the Petrograd Soviet and that the military from every ''political perspective'' should not contradict the Ispolkom. Vitebsk or Viciebsk (russian: Витебск, ; be, Ві́цебск, ; , ''Vitebsk'', lt, Vitebskas, pl, Witebsk), is a city in Belarus. The capital of the Vitebsk Region, it has 366,299 inhabitants, making it the country's fourth-largest city. It is served by Vitebsk Vostochny Airport and Vitebsk Air Base. Ilya Yefimovich Repin (russian: Илья Ефимович Репин, translit=Il'ya Yefimovich Repin, p=ˈrʲepʲɪn); fi, Ilja Jefimovitš Repin ( – 29 September 1930) was a Russian painter, born in what is now Ukraine. He became one of the most renowned artists in Russia during the 19th century.
