Animation is a filmmaking technique whereby still images are manipulated to create moving images. In traditional animation, images are drawn or painted by hand on transparent celluloid sheets to be photographed and exhibited on film. DOK Leipzig is a documentary film festival that takes place every October in Leipzig, Germany. It is an international film festival for documentary and animated film founded in 1955 under the name "1st All-German Leipzig Festival of Cultural and Documentary Films" and was the first independent film festival in East Germany. A short film is a film with a low running time. The Academy of Motion Picture Arts and Sciences (AMPAS) defines a short film as "an original motion picture that has a running time of not more than 40 minutes including all credits".
