Mathias Chen Xilu (; 6 February 1928 – 16 January 2008) was a Chinese Roman Catholic bishop of Hengshui, Hebei. He had been appointed to his post by the Vatican, and had been recognized by the government of the People's Republic of China. Life Chen Xilu was born into a Catholic family in 1928. He initially enrolled at a minor Catholic seminary at the age of 15 before entering a larger seminary in Shanghai in 1950. He was ordained a priest in 1955 after which he worked as a doctor in a clinic in Jing county, Hebei province. Chen was arrested for his religious beliefs in 1958. He was sent to a hard labor camp from 1969–79. He returned to Hengshui diocese in 1979 following his release. He succeeded Bishop Petrus Fan Wenxing in 1996. The Chinese Catholic Patriotic Association (CCPA) is the national organization for Catholicism in the People's Republic of China. It was established in 1957 after a group of Chinese Catholics met in Beijing with officials from the Chinese Communist Party (CCP) and the Religious Affairs Bureau. Peter Fan Wenxing (; 27 January 1921 – 28 February 2006) was a Chinese Catholic priest and Bishop of the Roman Catholic Diocese of Jingxian from 1981 to 1999. Biography Fan was born in the village of Zhujiahe, Jing County, Hebei, China on January 27, 1921. Fan began at junior seminary in 1935. He then studied at major seminars in Jing County and Beijing between 1941 and 1947. He was ordained a priest on May 30, 1948. He studied at Fu Jen Catholic University in Beijing. In 1950, he was appointed administrator of the Roman Catholic Diocese of Hengshui when the foreign missionaries were expelled. He worked as a physician at a hospital and preached until the outbreak of the Cultural Revolution in 1966. He was then sent to reform by working with salt extraction. In 1979, he returned to Jing County and worked at a county hospital. After he became bishop of the Roman Catholic Diocese of Hengshui in 1981, he established a junior seminary and built new churches.
