Federal Emergency Management Agency
The Federal Emergency Management Agency (FEMA) is an agency of the United States Department of Homeland Security (DHS), initially created under President Jimmy Carter by Presidential Reorganization Plan No. 3 of 1978 and implemented by two Executive Orders on April 1, 1979. The agency's primary purpose is to coordinate the response to a disaster that has occurred in the United States and that overwhelms the resources of local and state authorities. The governor of the state in which the disaster occurs must declare a state of emergency and formally request from the President that FEMA and the federal government respond to the disaster. The only exception to the state's gubernatorial declaration requirement occurs when an emergency or disaster takes place on federal property or to a federal asset—for example, the 1995 bombing of the Alfred P. Murrah Federal Building in Oklahoma City, Oklahoma, or the Space Shuttle ''Columbia'' in the 2003 return-flight disaster. While o ... A city is a human settlement of notable size.Goodall, B. (1987) ''The Penguin Dictionary of Human Geography''. Aristocracy
Aristocracy (, ) is a form of government that places strength in the hands of a small, privileged ruling class, the aristocrats. The term derives from the el, αριστοκρατία (), meaning 'rule of the best'. At the time of the word's origins in ancient Greece, the Greeks conceived it as rule by the best-qualified citizens—and often contrasted it favorably with monarchy, rule by an individual. The term was first used by such ancient Greeks as Aristotle and Plato, who used it to describe a system where only the best of the citizens, chosen through a careful process of selection, would become rulers, and hereditary rule would actually have been forbidden, unless the rulers' children performed best and were better endowed with the attributes that make a person fit to rule compared with every other citizen in the polity. Hereditary rule in this understanding is more related to oligarchy, a corrupted form of aristocracy where there is rule by a few, but not by the bes ... Beatification
Beatification (from Latin ''beatus'', "blessed" and ''facere'', "to make”) is a recognition accorded by the Catholic Church of a deceased person's entrance into Heaven and capacity to intercede on behalf of individuals who pray in their name. ''Beati'' is the plural form, referring to those who have undergone the process of beatification; they possess the title of "Blessed" (abbreviation "Bl.") before their names and are often referred to in English as "a Blessed" or, plurally, "Blesseds". History Local bishops had the power of beatifying until 1634, when Pope Urban VIII, in the apostolic constitution ''Cœlestis Jerusalem'' of 6 July, reserved the power of beatifying to the Holy See. Since the reforms of 1983, as a rule, one miracle must be confirmed to have taken place through the intercession of the person to be beatified. Miracles are almost always unexplainable medical healings, and are scientifically investigated by commissions comprising physicians and theologi ...
