Robust Details Limited (RDL) was formed in December 2003 in response to the housebuilding industry’s request for an alternative to pre-completion sound testing (PCT) as a means of satisfying the sound insulation requirements of the building regulations (in England and Wales). History In January 2001, the Building Regulations Minister, Phil Hope MP, announced that the housebuilding industry would be given 12 months to prove that its proposals for providing adequate sound insulation in new homes, known as ‘Robust Standard Details’ (RSDs) could work. The RSD project was sponsored and supported by the Home Builders Federation (HBF), and was managed by Dr Sean Smith of Edinburgh Napier University. In May 2004 RDL opened for business, publishing details proven to be capable of consistently exceeding the relevant regulatory performance standards, which commenced in July 2004. David William Baker
David William Baker is CEO of Robust Details Limited and former Technical Director of the Home Builders Federation (HBF). Background Baker was born in Fleetwood, Lancashire. He studied Building at the Polytechnic of Central London, graduating with First Class Honours in 1983. Career He worked initially as a building control officer in local government, before joining HBF in 1999. Phil Hope
Philip Ian Hope (born 19 April 1955) is a former British Labour and Co-operative politician who was the member of parliament (MP) for Corby from 1997 until 2010, when he lost his seat to the Conservatives. He held several ministerial roles during his time as an MP. Since January 2011 he has been co-director of ImprovingCare. Early life Phil Hope was born in Battersea, the son of A.G.
