Raymond L. Garthoff
Raymond Leonard "Ray" Garthoff (born March 26, 1929) is a senior fellow at the Brookings Institution and a specialist on arms control, intelligence, the Cold War, NATO, and the former Soviet Union. He is a former United States Ambassadors to Bulgaria, U.S. Ambassador to Bulgaria and has advised the U.S. State Department on treaties. Life In 1948, he received his B.A. from Princeton University. In 1949, he received his M.A. from Yale. From 1950 to 1957, he was a Soviet analyst for RAND Corporation. In 1951, he received his PhD from Yale. From 1957 to 1961, he was a CIA Office of National Estimates (ONE) analyst. In the early 1960s, he was a special assistant in the State Department. Beginning in 1969, he was involved in the Strategic Arms Limitation Talks, as executive secretary of the U.S. delegation. Richard Edgar Pipes (; July 11, 1923 – May 17, 2018) was an American historian who specialized in Russian and Soviet history. Pipes was a frequent interviewee in the press on the matters of Soviet history and foreign affairs. His writings also appear in '' Commentary'', ''The New York Times'', and '' The Times Literary Supplement''. At Harvard University, Pipes taught large courses on Imperial Russia as well as the Russian Revolution and guided over 80 graduate students to their PhDs. In 1976, he headed Team B, a team of analysts organized by the Central Intelligence Agency (CIA) who analyzed the strategic capacities and goals of the Soviet military and political leadership. Team B
Team B was a competitive analysis exercise commissioned by the Central Intelligence Agency (CIA) to analyze threats the Soviet Union posed to the security of the United States. It was created, in part, due to a 1974 publication by Albert Wohlstetter, who accused the CIA of chronically underestimating Soviet military capability. Years of National Intelligence Estimates (NIE) that were later demonstrated to be very wrong were another motivating factor. President Gerald Ford began the Team B project in May 1976, inviting a group of outside experts to evaluate classified intelligence on the Soviet Union. Team B, approved by then- Director of Central Intelligence George H. W. Bush, was composed of "outside experts" who attempted to counter the arguments of intelligence officials within the CIA.
