Egypt has a centralised system of local government officially called local administration as it is a branch of the Executive. The country is divided into twenty-seven governorates ( '; ; genitive case: ; plural: '), the top tier of local administration. A governorate is administered by a governor, who is appointed by the President of Egypt and serves at the president's discretion. Governors have the civilian rank of minister and report directly to the prime minister, who chairs the Board of Governors ''(majlis al-muhafzin)'' and meets with them on a regular basis. Red Sea Governorate ( ar, محافظة البحر الأحمر ) is one of the 27 governorates (States) of Egypt. Located between the Nile and the Red Sea in the southeast of the country, its southern border forms part of Egypt's border with Sudan. Its capital and largest city is Hurghada. Municipal divisions The governorate is divided into municipal divisions with a total estimated population as of July 2017 of 361,480. In the case of Red Sea governorate, some are fully urban, some are fully rural, and some are a combination of rural and urban. Hurghada
Hurghada (; ar, الغردقة ', ) is a city in the Red Sea Governorate of Egypt. It is one of the country's main tourist centres located on the Red Sea coast. Overview Hurghada was founded in the early 20th century. For many decades it was a small fishing village, but it has grown into a major Red Sea resort as a result of Egyptian and foreign investment that began in the 1980s.
