Districts Of Syria
The 14 governorates of Syria, or ''muhafazat'' (sing. '' muhafazah''), are divided into 65 districts, or ''manatiq'' (sing. '' mintaqah''), including the city of Damascus. The districts are further divided into 281 subdistricts, or ''nawahi'' (sing. ''nahiya''). Each district bears the same name as its district capital. Districts and subdistricts are administered by officials appointed by the governor, subject to the approval of the minister of the interior. These officials work with elected district councils to attend to assorted local needs, and serve as intermediaries between central government authority and traditional local leaders, such as village chiefs, clan leaders, and councils of elders. Raqqa Subdistrict
Raqqa Subdistrict or ar-Raqqah Nahiyah ( ar, ناحية الرقّة), a subdistrict of Raqqa District, is the central area of Raqqa Governorate ( Syria), including the city of Raqqa and the nearby countryside north of the Euphrates. The subdistrict population at the 2004 census was 338,773, the majority of which living in Raqqa city itself. The administrative centre is Raqqa. Formerly, much of the subdistrict was controlled by ISIS. Raqqa Subdistrict is bounded by the Euphrates to the South, Tal Abyad District to the North, and also of Raqqa District: Al-Jarniyah Subdistrict to the West, and Al-Karamah Subdistrict to the East. Ma'adan
Ma'adan ( ar, معدان) is a Syrian town in Raqqa District, Raqqa. According to the Syria Central Bureau of Statistics (CBS), Ma'adan had a population of 8,663 in the 2004 census. Syrian Civil War Ma'adan was captured by rebel forces in the Raqqa campaign (2012–13) during the Syrian Civil War. ISIL, which had participated in the fighting against Syrian government forces in the Raqqa governate, wrested control of the region, including Ma'adan, from other rebel forces in January 2014. Three and a half years later, though the town was still under ISIL control, ISIL's position in the Syrian Civil War had deteriorated significantly such that it was in danger of losing the entire governate of Raqqa.
