Rafael Catalá
Rafael Catalá Polo (born 21 June 1961) is a Spanish politician and member of the People's Party (Spain), People's Party. He has been Ministry of Justice (Spain), Minister of Justice and First Notary of the Kingdom since September 2014, and was additionally interim Ministry of Public Works and Transport (Spain), Minister of Public Works between 19 July 2016 and 4 November 2016. Before this, he served as the 4th Secretary of State for Justice (Spain), Secretary of State for Justice between 2002 and 2004 and as the 8th Secretary of State for Infrastructure, Transport and Housing from 2011 to 2014. On 16 May 2017, the Congress of Deputies passed a motion of censure against Catalá as minister of justice. This was as a result of the maneuvers that have taken place within the fiscal ministry aimed at obstructing certain judicial cases against corruption and of the minister's own actions relating to these cases. The Most Excellent
The Most Excellent ( (male) or (female), literally "Most Excellent Lord/Lady") is an honorific prefix that is traditionally applied to certain people in Spain and certain Spanish-speaking countries. Following Spanish tradition, it is an '' ex officio'' style (the holder has it as long as they remain in office, in the most important positions of state) and is used in written documents and very formal occasions. The prefix is similar (but not equal) to that of " His/Her Excellency", but in the 19th century "The Most Excellent" began to replace the former. The use of the prefix Excellency was re-introduced in Francoist Spain by '' Generalísimo'' Francisco Franco himself, who was formally styled as '' Su Excelencia el Jefe del Estado'' ("His Excellency the Head of State"), while his ministers and senior government officials continued using the prefix "The Most Excellent".
