R. James Harvey
Russell James Harvey (July 4, 1922 – July 20, 2019) usually known as James Harvey, was a United States representative from Michigan and an inactive Senior United States district judge of the United States District Court for the Eastern District of Michigan. Education and career Harvey was born in Iron Mountain; his mother and paternal grandparents were immigrants from England. He enrolled in the University of Michigan in 1940, but interrupted his studies in 1942 to serve in the United States Army Air Forces for three years. He earned a Juris Doctor from the University of Michigan Law School in 1948, was admitted to the bar, and commenced the practice of law in Saginaw, Michigan in 1949. He was assistant city attorney from 1949 to 1953, a city councilman and a member of the Saginaw County board of supervisors from 1955 to 1957. He was mayor of Saginaw from 1957 to 1959. Senior Status
Senior status is a form of semi- retirement for United States federal judges. To qualify, a judge in the federal court system must be at least 65 years old, and the sum of the judge's age and years of service as a federal judge must be at least 80 years. As long as senior judges carry at least a 25 percent caseload or meet other criteria for activity, they remain entitled to maintain a staffed office and chambers, including a secretary and their normal complement of law clerks, and they continue to receive annual cost-of-living increases. Senior judges vacate their seats on the bench, and the president may appoint new full-time judges to fill those seats. Some U.S. states have similar systems for senior judges. Michigan's 8th Congressional District
Michigan's 8th congressional district is a United States congressional district in Southern Michigan and Southeast Michigan, including almost all of the state capital, Lansing. From 2003 to 2013, it consisted of all of Clinton, Ingham, and Livingston counties, and included the southern portion of Shiawassee and the northern portion of Oakland counties. After the redistricting that resulted from the 2010 Census, the district was shifted south to no longer cover Clinton or Shiawassee counties and instead covers more of Oakland County, including Rochester. Emil Lockwood
Emil Lockwood (September 23, 1919 – August 2, 2002) was an American businessman and politician who represented Gratiot County in the Michigan Senate from 1963 to 1970, serving as the Senate Minority Leader from 1965 to 1966 and Senate Majority Leader from 1967 to 1970. As a young man, Lockwood served in the Pacific Theater in World War II, aboard a Landing Ship Tank. Early life and education Lockwood was born in Ottawa, Illinois, and was a descendant of Franz Karl Achard on his mother's side. Saginaw County, officially the County of Saginaw, is a county located in the U.S. state of Michigan. As of the 2020 Census, the population was 190,124. The county seat is Saginaw. The county was created by September 10, 1822, and was fully organized on February 9, 1835. The etymology of the county's name is uncertain.
