The Prevention of Cruelty to, and Protection of, Children Act 1889, commonly known as the Children's Charter, was an Act of the Parliament of the United Kingdom of Great Britain and Ireland (as it then was). It was the first Act of Parliament for the prevention of cruelty to children. It enabled the state to intervene, for the first time, in relations between parents and children. Police could arrest or investigate anyone found ill-treating a child, and enter a home if a child was thought to be in danger. The Protection of Children Act 1978 (c. 37) is an act of the Parliament of the United Kingdom that criminalized indecent photographs of children. The act applies in England and Wales. Similar provision for Scotland is contained in the Civic Government (Scotland) Act 1982 and for Northern Ireland in the Protection of Children (Northern Ireland) Order 1978. History The Protection of Children Bill was put before Parliament as a Private Member's Bill by the Conservative member of parliament Cyril Townsend in the 1977–1978 parliamentary session. This bill came about as a result of the concern over child pornography and the sexual exploitation of children that had arisen in the United States of America in 1977. The Protection of Children and Prevention of Sexual Offences (Scotland) Act 2005 (asp 9) is an Act of the Scottish Parliament. The Protection of Children and Prevention of Sexual Offences bill was announced to the parliament by the First Minister of Scotland, Jack McConnell, in September 2004. It was passed on 2 June 2005, receiving Royal Assent on 12 July. The act introduced new offences related to child grooming, which had been addressed in England and Wales under the Sexual Offences Act 2003.
