Planning Policy Statement
{{Use British English, date=August 2024 Planning Policy Statements (PPS) were UK government statements of national policy and principles towards certain aspects of the Town and country planning in the United Kingdom, town planning framework. In recent years they only applied to England. However, they still exist within the Northern Irish System. They were not legally binding, but the Planning and Compulsory Purchase Act 2004 required that they were considered by authorities preparing development plans, and may be treated as material considerations in the determination of planning applications. They had gradually been replacing the old style Planning Policy Guidance Notes (PPG). In December 2010 the Department for Communities and Local Government announced that all PPSs would be replaced by a single document, the National Planning Policy Framework (NPPF). National Planning Policy Framework
The National Planning Policy Framework (NPPF) is a land-use planning policy in England. It was originally published by the UK's Department of Communities and Local Government in March 2012, consolidating over two dozen previously issued documents called Planning Policy Statements (PPS) and Planning Policy Guidance Notes (PPG) for use in England. It has since been revised in 2018, 2019, 2021, twice in 2023 and once in 2024. The live version is from December 2024. As well as sweeping away the 1997–2010 Labour government's top-down housing targets and regional planning strategies in conjunction with the Localism Act 2011, the NPPF introduced a presumption in favour of sustainable development at the heart of the English planning system, which encourages local planning authorities to plan positively for new development, and approve all individual proposals wherever possible. Sustainability usually has three dimensions (or pillars): environmental, economic, and social. Many definitions emphasize the environmental dimension. This can include addressing key environmental problems, including climate change and biodiversity loss. The idea of sustainability can guide decisions at the global, national, organizational, and individual levels. A related concept is that of sustainable development, and the terms are often used to mean the same thing. The Merton Rule
In the United Kingdom, The Merton Rule requires new commercial buildings over 1,000 square metres to generate at least 10% of their energy needs using on site renewable energy equipment. It was first introduced by Merton London Borough Council. Overview The policy was developed and implemented by policy officers at Merton Council (initially by Nick Smart, the council's economic planner), who received corporate and political support. Its impact was such that the Mayor of London and many other councils also implemented it; and it became part of national planning guidance. Over the following few years, Merton worked closely with other authorities, professions and industry to embed the Rule into the UK mainstream. This work not only led to significant CO2 reductions in new buildings where previously there would have been none, but it also helped to support an emerging industry.
