Payne-Phalen is a neighborhood and city planning district in Saint Paul, Minnesota in the United States. It is Planning District 5. The area includes several smaller neighborhoods, namely Railroad Island, Phalen Park, Rivoli Bluff, Vento, Wheelock Park, and Williams Hill. It ranges from a blue-collar area to the south to a middle-class area north of Maryland Avenue, including upscale real estate around Lake Phalen. The neighborhood is part of the larger area known as the East Side of Saint Paul. Major streets in the neighborhood include E. 7th St, Phalen Boulevard, Arcade Street, which hosts U.S. Route 61 and Payne Avenue. Payne Avenue has been a major commercial corridor for the east side of Saint Paul since the 1930s. Historically, the neighborhood has hosted many immigrant groups. Saint Paul, Minnesota, consists of 17 officially defined city districts or neighborhoods. In its history, the city has been called "fifteen small towns with one mayor", owing to the neighborhood-based life of much of the city, though the city is partially governed by not 15 but 17 City Districts. On Saint Paul's largely blue-collar East Side alone there are more than two dozen well-known, historically significant neighborhoods within four City Districts. District 4, for example, has three historic neighborhoods: Dayton's Bluff, Swede Hollow, and Mounds Park. The most populous districts, 2 and 5, have more than a dozen neighborhoods between them. LEAP High School
LEAP High School is an Alternative Learning Center (ALC) high school for English Language Learners (ELL) that is part of the Saint Paul Public Schools system in Saint Paul, Minnesota, United States. It was founded in autumn of 1994 by Jeff Dufresne and Sandra Hall as a high school for newly arrived immigrants to the city of Saint Paul. Its student body is 100% immigrant and range in ages from 14 to 21. Its present principal is Rose Santos who has held this office since 2003. History "LEAP" stands for Limited English Achievement Program and from 1994 to 2005, LEAP school was known as LEAP English Academy. However, with the influx of new immigrants from the Wat Tham Krabok refugee camp in Thailand, the name was changed to reflect a more clear image and mission of the school. Johnson Senior High School is a comprehensive high school for grades 9 to 12 in Saint Paul, Minnesota, United States. Originally named Cleveland High School, the school was renamed after Minnesota governor John A. Johnson in 1911. Johnson is the second oldest high school in the Saint Paul Public Schools district and is only surpassed in age by Central High School. The school has operated in three different buildings since 1897, all located on the East Side of Saint Paul. Johnson is the third largest high school in the district, and enrolls 1647 students. Theodore Hamm's Brewing Company was an American brewing company established in 1865 in Saint Paul, Minnesota. Becoming the fifth largest brewery in the United States, Hamm's expanded with additional breweries that were acquired in other cities, including San Francisco, Los Angeles, Houston, and Baltimore.
