Pak Noja
Vladimir Tikhonov (born on February 5, 1973), well known as his pen name Pak Noja, is a Russian-born South Korean academic of Korean studies, and columnist. Biography Pak was born as Vladimir Tikhonov to a Jewish family in Leningrad, Soviet Union. His Russian name is Vladimir Tikhonov (Russian: Владимир Тихонов), but after immigrating to South Korea in 1997, he changed his name into a Korean name, Pak Noja and became naturalized as a South Korean citizen in 2001. Fascinated by Korean movies and classical literature during his high school days, he decided to study Korean history. In his 16th year, he entered the department of Korean studies at St. Petersburg National University of Russia, and he made his first visit to Korea as an exchange student in 1991 and stayed in Seoul for about 3 months. Park or Bak (, ), is the third-most-common surname in Korea, traditionally traced back to 1st century King Hyeokgeose Park () and theoretically inclusive of all of his descendants. Charter 08 is a manifesto initially signed by 303 Chinese dissident intellectuals and human rights activists. It was published on 10 December 2008, the 60th anniversary of the Universal Declaration of Human Rights, adopting its name and style from the anti-Soviet Charter 77 issued by dissidents in Czechoslovakia. Since its release, more than 10,000 people inside and outside China have signed the charter. After unsuccessful reform efforts in 1989 and 1998 by the Chinese democracy movement, Charter 08 was the first challenge to one-party rule that declared the end of one-party rule to be its goal; it has been described as the first one with a unified strategy. In 2009, one of the authors of Charter 08, Liu Xiaobo, was sentenced to eleven years' imprisonment for "inciting subversion of state power" because of his involvement.
