Ottar Brage Guttelvik
Ottar Brage Guttelvik (born 29 September 1953) is a Norwegian civil servant and politician for the Labour Party. He graduated with a siv.øk. degree from the Norwegian School of Economics and Business Administration. He was the chief administrative officer of Eide municipality from 1986 to 1990 and assisting chief administrative officer of Sør-Trøndelag County Municipality from 1990 to 1994. After the resignation of Aage Rundberget in 1993, Guttelvik served as acting chief administrative officer until Ole Johan Lund was hired. Guttelvik became director of Trondheim Regional Hospital in 1994. In 1995 he was appointed as State Secretary in the Ministry of Finance, which would merely be an intermezzo, as he left in 1996. Labour Party (Norway)
The Labour Party ( nb, Arbeiderpartiet; nn, Arbeidarpartiet; A/Ap; se, Bargiidbellodat), formerly The Norwegian Labour Party ( no, Det norske Arbeiderparti, DNA), is a social-democratic political party in Norway. It is positioned on the centre-left of the political spectrum, and is led by Jonas Gahr Støre. Per Kibsgaard-Petersen (born 27 March 1941) is a Norwegian banker and civil servant. He was born in Ålesund and graduated with a siv.øk. degree from the Norwegian School of Economics and Business Administration in 1966. He had a career in fisheries and banking in the 1970s and 1980s, as secretary-general of the Norwegian Fishing Vessel Owners Association from 1971 to 1997 and director of Fiskernes Bank from 1978 to 1984. He was then a regional director in Kreditkassen from 1984 to 1989 and chief executive officer of Sunnmørsbanken from 1989 to 1990. He was also the consul for Finland from 1976 to 1977, and has been decorated as a Knight First Class of the Order of the White Rose of Finland. He was the rector of the Norwegian School of Management in Møre og Romsdal from 1993 to 1996. In Norway, a state secretary ( no, statssekretær) is a partisan political position within the executive branch of government. Contrary to the position secretary of state in many other countries, a Norwegian state secretary does not head his or her ministry, rather, they are second in rank to a minister. Resembling a ''de facto'' vice minister, the state secretary, however, cannot attend a Council of State, and does not act as a temporary minister in case of illness or other leave of absence. Siviløkonom (literally "civil economist") is an academic degree issued within the field of business administration. It consists of a 3 year bachelor's degree followed by a two years masters degree and is also a professional title in Norway (with corresponding titles in Denmark and Sweden, see below under "See also"), obtained after the total of 5 years of studies. The title is protected and can only be used by persons having met certain qualifications as directed by the Norwegian Ministry of Education and Research.
