Osbert Richard Frederick (born in All Saints, Antigua and Barbuda) is an Antiguan and Barbudan politician. He was appointed senator by Prime Minister Gaston Browne. After his appointment, he was elected the Deputy senate president in the Upper House of Parliament in Antigua and Barbuda. Early life and education Osbert Richard Frederick was born in All Saints, Antigua and Barbuda. He attended the Antigua Seventh Day Adventist School where he completed his secondary school education. After his secondary education he attended University of the Virgin Islands in 1988 where he obtained his BSc and MSc in Tourism and Hospitality Management. Career Frederick lost his first election when he contested the All Saints East and St. Luke East seat for the Antigua Labour Party in the 2009 general election of Antigua and Barbuda, losing to Chester Hughes of the United Progressive Party. The Antigua and Barbuda Labour Party (ABLP) is a political party in Antigua and Barbuda. The current leader of the party is Gaston Browne, who serves as the Prime Minister of Antigua and Barbuda. The party had previously been led by Lester Bird, who was chairman of the party since 1971, and became Prime Minister and political leader in 1994. The party was founded as the Antigua Labour Party (ALP) by Lester's father, V.C. Bird. The ABLP has traditionally largely been seen as the political arm of the Bird family. With the exception of five years in the 1970s, the ABLP ruled Antigua and Barbuda for over four decades. Gaston Alfonso Browne (born 9 February 1967) is the prime minister of Antigua and Barbuda. He has been its leader since 2014. Before entering politics, he was a banker and businessman. All Saints is the second largest town in Antigua and Barbuda, with a population of 3,412. It is located in the middle of Antigua, at . Just 5 miles NW of here is the capital, St. John's. It had a population of 3,900 in 2001. Within the vicinity of the town is '' Betty's Hope'', the first large-scale sugarcane plantation in Antigua. Betty's Hope was built in 1674 by Sir Christopher Codrington, the namesake of Codrington, and was named for his daughter, Elizabeth Codrington.
