Operation Silver Wake
Operation Silver Wake was a non-combatant evacuation operation (NEO) led by the United States to evacuate American citizens, noncombatants and designated third country nationals from Albania in March 1997. The operation was performed by U.S. Marines from the 26th Marine Expeditionary Unit conducting operations from the Amphibious Readiness Group. U.S. Marines from 1st Battalion, 8th Marines secured the U.S. housing compound and held the U.S. Embassy. Over 900 personnel were evacuated during the course of the operation. Some of the awards presented to participating units included the Meritorious Unit Commendation, Joint Meritorious Unit Award and the Humanitarian Service Medal. Selected Marines were also awarded the Combat Action Ribbon. Humanitarian Service Medal
The Humanitarian Service Medal (HSM) is a military service medal of the United States Armed Forces which was created on January 19, 1977 by President Gerald Ford under . The medal may be awarded to members of the United States military (including Reserve and National Guard members) who distinguish themselves by meritorious participation in specified military acts or operations of a humanitarian nature. Creation Julia V. Taft, the director of the Interagency Task Force (IATF) for Indochinese resettlement proposed the establishment of a Humanitarian Service Medal for U.S. military personnel and submitted the request to President Gerald R. Ford on November 10, 1975. The medal was to be awarded to those personnel that participated in the evacuation of Vietnamese and Cambodian refugees after the Vietnam War. Operation Libelle ("Dragonfly" in German) was an evacuation operation of the German Armed Forces that took place on March 14, 1997 in the Albanian capital of Tirana during the Albanian Civil War. In the same week, American, British, and Italian military forces evacuated their citizens from Albania. Operation Libelle was the first time since World War II that German infantry fired shots in combat. Albanian Civil War
The Albanian Civil War in 1997 was sparked by pyramid scheme failures in Albania soon after its transition to a market economy. The government was toppled and more than 2,000 people were killed. Various other sources also describe the violence that ensued as a rebellion, or a rebellion that gradually escalated into a civil war. By January 1997, Albanian citizens, who had lost a total of $1.2 billion, took their protest to the streets. The Combat Action Ribbon (CAR, ), is a high precedence United States Navy, United States Coast Guard, and United States Marine Corps military decoration awarded to United States sea service members "who have actively participated in ground or surface combat." Coast Guardsmen, Navy sailors, and Marines active in clandestine, stealth or special operations are deemed eligible for consideration of the award. The U.S. Navy first authorized the Combat Action Ribbon on 17 February 1969. The CAR is awarded to members of the Navy and Marine Corps with a rank no higher than captain and colonel, respectively.
