Operation Cul-de-Sac
Operation Cul-de-Sac (OCDS) was a Los Angeles Police Department effort to reduce violent crime, particularly drive-by shootings by gangs. It consisted of installing concrete barriers, later iron fencing, to block fourteen residential streets to vehicle traffic. During the two years it was in effect, it substantially reduced violent crime. LAPD hypothesized that this was related to rival gang fighting for territory to sell drugs. They determined that 80–90% of drive-by shootings occurred on streets near the edge of the community, which offered a quicker escape due to proximity to major roads and highways. Drive-by Shooting
A drive-by shooting is a type of assault that usually involves the perpetrator(s) firing a weapon from within a motor vehicle and then fleeing. Drive-by shootings allow the perpetrators to quickly strike their targets and flee the scene before law enforcement is able to respond. A drive-by shooting's prerequisites include access to a vehicle and a gun. The protection, anonymity, sense of power, and ease of escape provided by the getaway vehicle lead some perpetrators to feel safe expressing their hostility toward others. Historical conception The invention of the drive-by shooting is attributed to Nestor Makhno, commander of the Revolutionary Insurgent Army of Ukraine at the beginning of the 20th century. Crime displacement is the relocation of crime (or criminals) as a result of police crime-prevention efforts. Truancy
Truancy is any intentional, unjustified, unauthorized, or illegal absence from compulsory education. Operation Hammer (1987)
A Los Angeles Police Department C.R.A.S.H. initiative that began in April 1987, Operation Hammer was a large scale attempt to crack down on gang violence in Los Angeles, California. A year later, the LA Times reported a double-digit drop in gang violence in parts of the city. After a group of people at a birthday party were shot down on their front lawn in a drive-by shooting, Chief of Police Daryl Gates, Daryl F. Gates responded with a roundup of gang members. At the height of this operation in April 1988, 1,453 people were arrested by one thousand police officers in South Central Los Angeles (now South Los Angeles) in a single weekend.
