Ombudsman in Ukraine () is an office of commissioned representative who performs functions of ombudsman. Besides the parliamentary ombudsman, there are several presidential commissioners. Plenipotentiary
A ''plenipotentiary'' (from the Latin ''plenus'' "full" and ''potens'' "powerful") is a diplomat who has full powers—authorization to sign a treaty or convention on behalf of a sovereign. When used as a noun more generally, the word can also refer to any person who has full powers. As an adjective, it describes something which confers full powers, such as an edict or an assignment. Ombudsman
An ombudsman ( , also ) is a government employee who investigates and tries to resolve complaints, usually through recommendations (binding or not) or mediation. They are usually appointed by the government or by parliament (often with a significant degree of independence). Ombudsmen also aim to identify systemic issues leading to poor service or breaches of people's rights. At the national level, most ombudsmen have a wide mandate to deal with the entire public sector, and sometimes also elements of the private sector (for example, contracted service providers). Nina Karpachova
Nina Ivanivna Karpachova (; born 12 August 1957) is a Ukrainian lawyer and politician. She was the Verkhovna Rada Commissioner for Human Rights from 1998 until 2012. Valeriya Volodymyrivna Lutkovska (; born 20 January 1972) is a Ukrainian lawyer who was Ombudsman of Ukraine from April 2012 until April 2017. Early life and education Lutkovska was born on 20 January 1972 in Kyiv. In 1993, she graduated from Taras Shevchenko National University of Kyiv, having studied philology and Russian language and literature.
