Neighborhood Planning Unit
The neighborhood planning unit (NPU) is a community-scale governmental structure used in the City of Atlanta, Georgia. History The system was established in 1974 by Atlanta's first black mayor, Maynard Holbrook Jackson. His aim was to ensure that citizens, particularly those who had been historically disenfranchised, would be in a position to comment on the structure of their communities, and to ensure that the citizens would not have this ability stripped of them by politicians who found an involved and engaged public inconvenient. Mayor Jackson had the NPU system placed within the City Charter, which can only be changed by the Georgia Legislature. That same section of the Charter also contains the Office of the Mayor as well as the Atlanta City Council. Structure and operations There are 25 NPUs, lettered from A to Z, except U. Maynard Holbrook Jackson
Maynard Holbrook Jackson Jr. (March 23, 1938 – June 23, 2003) was an American attorney and politician who served as the 52nd mayor of Atlanta, Georgia, from 1974 to 1982, and again as the city's 54th mayor from 1990 to 1994. A member of the Democratic Party, he was the first African-American mayor of Atlanta and of any major city in the South; his three terms made him the second longest-serving mayor in the city's history, after six-term mayor William B. Hartsfield. He is notable also for public works projects, primarily the new Maynard H. Jackson International terminal at the Atlanta airport, and for greatly increasing minority business participation in the city. After his death, the William B. Urban planning in the United States is practice of urban planning as it relates specifically to localities and urban centers in the United States. History Early history In 1682, William Penn founded Philadelphia, Pennsylvania, planning it as a city to serve as a port on the Delaware River and as a place for government. Hoping that Philadelphia would become more like an English rural town instead of a city, Penn laid out roads on a grid plan to keep houses and businesses spread far apart, with areas for gardens and orchards.
