National Unity Government
A national unity government, government of national unity (GNU), or national union government is a broad coalition government consisting of all parties (or all major parties) in the legislature, usually formed during a time of war or other national emergency. A unity government according to the principles of consensus democracy lacks opposition, or opposition parties are too small and negligible. A coalition government, or coalition cabinet, is a government by political parties that enter into a power-sharing arrangement of the executive. Coalition governments usually occur when no single party has achieved an absolute majority after an election. A party not having majority is common under proportional representation, but not in nations with majoritarian electoral systems. There are different forms of coalition governments, minority coalitions and surplus majority coalition governments. A surplus majority coalition government controls more than the absolute majority of seats in parliament necessary to have a majority in the government, whereas minority coalition governments do not hold the majority of legislative seats. The Beiyang government was the internationally recognized government of the Republic of China (1912–1949), Republic of China between 1912 and 1928, based in Beijing. It was dominated by the generals of the Beiyang Army, giving it its name. Beiyang general Yuan Shikai gave Sun Yat-sen the military support he needed to overthrow the Qing dynasty and establish the Republic of China in 1912, following the 1911 Revolution. Through his control of the army, Yuan was quickly able to dominate the new Republic. The Northern Expedition was a military campaign launched by the National Revolutionary Army (NRA) of the Kuomintang (KMT) against the Beiyang government and other regional warlords in 1926. The First United Front , also known as the KMT–CCP Alliance, of the Kuomintang (KMT) and the Chinese Communist Party (CCP), was formed in 1924 as an alliance to end Warlord Era, warlordism in China. Together they formed the National Revolutionary Army and set out in 1926 on the Northern Expedition. The CCP joined the KMT as individuals, making use of KMT's superiority in numbers to help spread communism. The KMT, on the other hand, wanted to control the communists from within. Both parties had their own aims and the Front was unsustainable.
