The federal secretary (also referred to as the secretary to the Government of Pakistan) is the highest-ranking position in the Government of Pakistan, occupied by the most senior civil servant in a specific ministry or division. The secretary is the administrative head of that ministry or division and oversees and enforces public policy matters. The National Security Council ( ur, ) ( reporting name: NSC) is a federal institutional and consultative body chaired by the Prime Minister of Pakistan as its chairman. The NSC is a principal forum that is mandated for considering national security and foreign policy matters with the senior national security advisers and Cabinet ministers. The idea and inception of National Security Council was first conceived in 1969 under the President Yahya Khan, its functions were to advise and assist the president and prime minister on national security and foreign policies. The National Security Council was re-created by then-President and former General Pervez Musharraf in April 2004 under the National Security Council Act. Grade 22
Grade 22 (also referred to as BPS-Apex) is the highest attainable rank for a Civil Servant in Pakistan. Grade 22 is equal to a 4-star rank of the Pakistan Armed Forces. With over five hundred thousand civil servants and bureaucrats in Pakistan, only a few dozen officers serve in BPS-22 grade at a given time. Hence, not even 0.008% of the country's civil servants and/or bureaucrats make it to the highest rank. Officers serving in BPS-22 grade are largely considered to be the most influential individuals in the country. Each officer who reaches Grade-22 has, on average, a civil service career spanning over 30 years to 32 years. The National Security Advisor (NSA) is the senior official on the National Security Council of Pakistan, and the chief adviser to the Prime Minister of Pakistan on national security and international affairs. Moeed Yusuf served as the 9th NSA from May 17, 2021 to 03 April 2022, appointed by Prime Minister Imran Khan had the same rank as a Federal Cabinet Minister. The Cabinet secretary serves as the administrative head of the Cabinet Division, providing policy advice to the prime minister and Cabinet.
