National Response Scenario Number One
National Response Scenario Number One is the United States federal government's planned response to a small scale nuclear attack. It is one of the National Response Scenarios developed by the United States Department of Homeland Security, considered the most likely of fifteen emergency scenarios to impact the United States. The Scenarios are related to the National Response Framework (NRF), which describes the structures and mechanisms of a response and the National Incident Management System (NIMS) that gives a framework to orchestrate emergency management. The scenario anticipates terrorists detonating a single, 10 kiloton weapon (about two-thirds the size of the Hiroshima bomb) in a major city, as opposed to a full-scale nuclear war, in which a foreign power such as Russia or China would detonate hundreds or thousands of weapons. The Russian Federation is known to possess or have possessed three types of weapons of mass destruction: nuclear weapons, biological weapons, and chemical weapons. It is one of the five nuclear-weapon states recognized under the Treaty on the Non-Proliferation of Nuclear Weapons and one of the four countries wielding a nuclear triad. Russia possesses a total of 5,459 nuclear warheads as of 2025, the largest confirmed stockpile of nuclear warheads in the world. Russia's deployed missiles (those actually ready to be launched) number about 1,718, also the largest confirmed strategically deployed arsenal in the world as of 2025. The remaining weapons are either in reserve stockpiles, or have been retired and are slated for dismantling. Highly Enriched Uranium
Enriched uranium is a type of uranium in which the percent composition of uranium-235 (written 235U) has been increased through the process of isotope separation.
