National Recording Preservation Plan
The National Recording Preservation Plan is a strategic guide for the preservation of sound recordings in the United States. It was published in December 2012 by the Council on Library and Information Resources (CLIR) and the National Recording Preservation Board of the Library of Congress. The plan was written by a community of specialists, but is prominently credited to Brenda Nelson-Strauss, Alan Gevinson and Sam Brylawski Background In 2000, Congress passed the "National Recording Preservation Act", which established the National Recording Preservation Foundation and the National Recording Preservation Board. In 2010, this board published a document titled "The State of Recorded Sound Preservation in the United States", which identified legal and technical factors that contribute to the loss of sound recordings. National Recording Preservation Board
The United States National Recording Preservation Board selects recorded sounds for preservation in the Library of Congress' National Recording Registry. The National Recording Registry was initiated to maintain and preserve "sound recordings that are culturally, historically or aesthetically significant"; to be eligible, recordings must be at least ten years old. Members of the Board also advise the Librarian of Congress on ongoing development and implementation of the national recorded sound preservation program. Blueprint For Implementing Preservation Strategies
A blueprint is a reproduction of a technical drawing or engineering drawing using a contact print process on light-sensitive sheets introduced by Sir John Herschel in 1842. The process allowed rapid and accurate production of an unlimited number of copies. It was widely used for over a century for the reproduction of specification drawings used in construction and industry. Blueprints were characterized by white lines on a blue background, a negative of the original. Color or shades of grey could not be reproduced. The process is obsolete, initially superseded by the diazo-based ''whiteprint'' process, and later by large-format xerographic photocopiers. Digital Recording
In digital recording, an audio signal, audio or video signal is converted into a stream of discrete numbers representing the changes over time in air pressure for audio, or Color, chroma and luminance values for video. This number stream is saved to a storage device. To play back a digital recording, the numbers are retrieved and converted back into their original analog signal, analog audio or video forms so that they can be heard or seen. In a properly matched analog-to-digital converter (ADC) and digital-to-analog converter (DAC) pair, the analog signal is accurately reconstructed, within the constraints of the Nyquist–Shannon sampling theorem, which dictates the sampling rate and quantization error dependent on the Audio bit depth, audio or Bit depth (computer graphics), video bit depth.
