La Guaira
La Guaira () is the capital city of the Venezuelan Vargas (state), state of the same name (formerly named Vargas) and the country's main port, founded in 1577 as an outlet for nearby Caracas. Attacked by buccaneers and by the Preston Somers Expedition, English, Dutch, and French armadas, La Guaira was transformed into a fortified, walled city. People From La Guaira
The term "the people" refers to the public or common mass of people of a polity. As such it is a concept of human rights law, international law as well as constitutional law, particularly used for claims of popular sovereignty.
