The City of New York Police Department, also referred to as New York City Police Department (NYPD), is the primary law enforcement agency within New York City. Established on May 23, 1845, the NYPD is the largest, and one of the oldest, municipal police departments in the United States. The NYPD is headquartered at 1 Police Plaza, located on Park Row in Lower Manhattan near City Hall. The NYPD's regulations are compiled in title 38 of the '' New York City Rules''. Dedicated units of the NYPD include the Emergency Service Unit, K-9, harbor patrol, highway patrol, air support, bomb squad, counterterrorism, criminal intelligence, anti-organized crime, narcotics, mounted patrol, public transportation, and public housing units. The New York City Police Department vehicle fleet consists of 9,624 police cars, 11 boats, eight helicopters, and numerous other vehicles. Liveries The colors of NYPD vehicles are usually an all-white body with two blue stripes along each side. The word "POLICE" is printed in small text above the front wheel wells, and as "NYPD Police" above the front grille. The New York City Police Department (NYPD) is structured into numerous bureaus and units. As a whole, the NYPD is headed by the Police Commissioner, a civilian administrator appointed by the Mayor, with the senior sworn uniformed officer of the service titled "Chief of Department". The Emergency Service Unit (ESU) is part of the Special Operations Bureau of the New York City Police Department and was formed in 1930.
