NATO Global Partners
NATO global partners, or partners across the globe are countries that cooperate with NATO on a regular basis, but are unable to join the alliance due to Article 10 restricting countries eligible to join the alliance to those in Europe. Global partners are on the same level as countries with an Individual Partnership Action Plan, with regards to working side by side with NATO member states on "a range of common cross-cutting security challenges such as cyber defense, counter-terrorism, non-proliferation and resilience". Many global partners of NATO are also major non-NATO allies of the United States. Individual Partnership Action Plan
Individual Partnership Action Plans (IPAP) are plans developed between NATO and different countries which outline the objectives and the communication framework for dialogue and cooperation between both parties. NATO launched the IPAPs initiative at the 2002 Prague Summit. In 2021, NATO established a new framework for relations with partner states, which it refers to as Individually Tailored Partnership Programmes (ITPP). As a result, all IPAPs will transition to ITPPs. Major Non-NATO Ally
A major non-NATO ally (MNNA) is a designation given by the Federal government of the United States, United States government to countries that have strategic working relationships with the United States Armed Forces while not being members of the North Atlantic Treaty Organization (NATO). While the status does not automatically constitute a mutual defense pact (as would be the case through Member states of NATO, NATO membership) with the United States, it does confer a variety of military and financial advantages that are otherwise unobtainable by non-NATO countries. The Taliban has ruled Afghanistan as the Islamic Emirate of Afghanistan since taking control by force in 2021, overthrowing the internationally recognized Islamic Republic of Afghanistan.
