Lieutenant General Myint Soe ( my, မြင့်စိုး) is a retired Burmese military officer and politician who served as the commander of the from 28 May 2013 to 11 August 2015, and . He has played a leading role in difficult and at times fractious negotiations between the government and the Kachin Independence Organisation in 2013. He was the representative of the Ministry of Defense at the Myitkyina peace talks. Lieutenant General
Lieutenant general (Lt Gen, LTG and similar) is a three-star military rank (NATO code OF-8) used in many countries. The rank traces its origins to the Middle Ages, where the title of lieutenant general was held by the second-in-command on the battlefield, who was normally subordinate to a captain general. In modern armies, lieutenant general normally ranks immediately below general and above major general; it is equivalent to the navy rank of vice admiral, and in air forces with a separate rank structure, it is equivalent to air marshal. Kachin Independence Organisation
The Kachin Independence Organisation ( my, ကချင်လွတ်လပ်ရေးအဖွဲ့ချုပ်; abbreviated KIO) is a Kachin political organisation in Myanmar (Burma), established on 5 February 1961. It has an armed wing, the Kachin Independence Army, which operates in Kachin and Shan State. History In 1960, two Kachin dissidents and ex-soldiers of the Burma Army, Lamung Tu Jai and Lama La Ring, contacted fellow dissident Zaw Seng and founded the Kachin Independence Organisation. Zaw Seng became the first leader of the KIO, Zaw Tu became the first deputy leader, and Lama La Ring became the first secretary. The commander-in-chief of Defence Services () is the commanding officer of the Tatmadaw, the armed forces of Myanmar. Since a state of emergency was declared following the 2021 military coup d'état, the commander-in-chief has been the highest authority in the country, with plenary power delegated by the president and the National Defence and Security Council. According to the 2008 Constitution of Myanmar, the commander-in-chief is appointed by the president of Myanmar upon nomination by the National Defence and Security Council (NDSC), chaired by the president; the commander-in-chief is also a member of the NDSC. The Army Officers Training School, Bahtoo ( my, တပ်မတော်(ကြည်း) ဗိုလ်သင်တန်းကျောင်း (ဗထူး), abbreviated OTS) is an officer candidate school for the Myanmar Army located in Bahtoo Station, Shan State, Myanmar.
