Morrison Cohen England Jr. (born December 17, 1954) is a senior United States district judge of the United States District Court for the Eastern District of California. Early life and education Born in St. Louis, Missouri, England received a Bachelor of Arts degree from the University of the Pacific in 1977 and a Juris Doctor from University of the Pacific, McGeorge School of Law in 1983. He served in the United States Army Reserve from 1988 to 2002. Career In 1973 he was an electronic data processing clerk for the California Department of Motor Vehicles. In 1976 he was a free agent with the New York Jets. From 1976 to 1982 he was an assistant football coach at California State University, Fullerton and California State University, Sacramento. Senior Status
Senior status is a form of semi- retirement for United States federal judges. To qualify, a judge in the federal court system must be at least 65 years old, and the sum of the judge's age and years of service as a federal judge must be at least 80 years. As long as senior judges carry at least a 25 percent caseload or meet other criteria for activity, they remain entitled to maintain a staffed office and chambers, including a secretary and their normal complement of law clerks, and they continue to receive annual cost-of-living increases. Senior judges vacate their seats on the bench, and the president may appoint new full-time judges to fill those seats. Some U.S. states have similar systems for senior judges. State courts with a similar system include Iowa (for judges on the Iowa Court of Appeals), Pennsylvania, and Virginia (for justices of the Virginia Supreme Court). Meritorious Service Medal (United States)
__NOTOC__ The Meritorious Service Medal (MSM) is a military award presented to members of the United States Armed Forces who distinguished themselves by outstanding meritorious achievement or service to the United States subsequent to January 16, 1969. The MSM was previously awarded as a decoration for achievement during peacetime, but effective September 11, 2001 this decoration may also be bestowed in lieu of the Bronze Star Medal for meritorious achievement in a designated combat theater.
