Montserrat ( , ) is a British Overseas Territories, British Overseas Territory in the Caribbean. It is part of the Leeward Islands, the northern portion of the Lesser Antilles chain of the West Indies. Montserrat is about long and wide, with roughly of coastline. It is nicknamed "The Emerald Isle of the Caribbean" both for its resemblance to coastal Ireland and for the Irish diaspora, Irish ancestry of many of its inhabitants. The Legislative Council was the unicameral legislature of Montserrat from 1951 to 2011. History Universal suffrage was introduced in Montserrat in 1951, with five members elected to the Legislative Council from 1952. Prior to the 1970 elections the number of elected seats was increased to seven. A new electoral system was introduced for the 2001 elections as a result of the volcanic eruptions rendering four of the seven constituencies uninhabitable. John Alfred Osborne (27 May 1935 – 2 January 2011) was a chief minister of Montserrat. He first came to that position in November 1978, as a member of the People's Liberation Movement, and continued until losing legislative council elections on 10 October 1991. By 2001 he had switched parties, joining the New People's Liberation Movement. Under his leadership, the NPLM won 7 of 9 seats in legislative council elections on 2 April 2001, and he served as chief minister from 5 April 2001 until 3 June 2006 when he resigned after elections in which his party was defeated. A major issue for his government has been the continuing recovery of the island of Montserrat after a volcanic eruption which devastated the southern part of the island, burying the capital city of Plymouth in ash and forcing its population to flee, in many cases off the island due to lack of housing. The premier is appointed by the governor of Montserrat on behalf of the monarch of the United Kingdom, currently King Charles III. David Samuel Brandt is an attorney and politician from Montserrat who served as the island's 6th Chief Minister from 22 August 1997 to 5 April 2001. In July 2021 he was sentenced to fifteen years imprisonment after being convicted of sexual exploitation and perverting the course of justice. Sex crimes In September 2015, Brandt was charged with two counts of conspiracy to have sexual intercourse with a minor. He was released on EC$20,000 bail. Elections in Montserrat take place within the framework of a multi-party democracy and a parliamentary system. The Legislative Assembly is directly elected, and a Chief Minister is selected by the party or coalition with the most seats in the Assembly. Electoral history Elections were held in Montserrat in the 19th century, but with a severely limited franchise; in 1837 only 114 of the 7,119 residents of the island were eligible to vote. The partially elected Legislative Assembly dissolved itself in 1866 and was replaced with a wholly appointed body, which remained in place until 1937 when constitutional reforms reintroduced elected members.
