Minnie E. Neal
Minnie E. Neal (1858–1945) was an American photographer and temperance leader. She served as President of the Florida State Woman's Christian Temperance Union (WCTU), and the first Treasurer of the Professional Photographers' Association of Florida. Early life and education Minnie Elnora Neal was born at Gallipolis, Ohio. Her parents were John C. and Fannie R. (Farrand) Neal. She was educated in the public schools of Terre Haute, Indiana, graduating from the high school in that city, and leading the class in general proficiency. Career Neal enlisted early in the temperance cause. Removing to Florida, she was elected corresponding secretary of the Florida WCTU in 1893. In 1901, she became vice-president, and in 1904, was chosen president of that organization. At that time, there were but 35 Unions in the State, and about 600 members. American Woman's League
The American Woman's League was created by the magazine publisher Edward Gardner Lewis in 1907. In part, it was a maneuver to lower History of United States postage rates, postal rates by appealing to educational and social opportunities that would appeal to the emerging women's suffrage movement. His magazines, ''Woman's Magazine'' and the ''Woman's Farm Journal'', had been denied second class postal rates because they were judged as advertisements and thus did not qualify for a lower rate as second class mail. Rather than magazine sales representatives making commissions, as was the common practice at the time, the payments went to form local women's "Chapter Houses". Although the local groups began as a marketing venture, many become prominent women's clubs within their communities. The Temperance movement in the United States is a movement to curb the consumption of alcohol. It had a large influence on American politics and American society in the nineteenth and twentieth centuries, culminating in the prohibition of alcohol, through the Eighteenth Amendment to the United States Constitution, from 1920 to 1933. There is some disagreement whether the policies were a 'failure' or whether they triggered an increase organized crime, though that remains a commonly held belief. Several years after Prohibition policies were lifted, alcohol use remained significantly lower but eventually rose to pre-prohibition levels. Crimes that were associated with excessive drinking such as domestic abuse also saw a sharp decline during Prohibition. Alcohol consumption is much lower than it was in early 1900's.
