Ministry Of Refugee And Repatriation
The Ministry of Refugee and Repatriation (MoRR) is an Afghan government agency that provides services to refugees and displaced persons. History MoRR was initially established as the Office of Reintegration in 1986 and was run by a ministerial committee until 1990. When the Mujahideen took over in 1992, the Office of Reintegration was renamed and upgraded to the Ministry of Return and Repatriation. MoRR has always been affected by political changes in the country. During the Islamic Emirate, it was reduced to a directorship and merged with the Ministry of Works, Social Affairs, Martyrs and the Disabled. After the fall of the first Islamic Emirate and the establishment of a transitional government in 2001 based on the international Bonn Agreement, the office was once again upgraded to the Ministry of Return and Repatriation. The government of Afghanistan, officially called the Islamic Emirate of Afghanistan and informally known as the Taliban government, is the central government of Afghanistan, a unitary state. Afghan refugees are citizens of Afghanistan who were forced to flee from their country as a result the continuous wars that the country has suffered since the Afghan-Soviet war, the Afghan civil war, the Afghanistan war (2001–2021) or either political or religious persecution. The 1978 Saur Revolution, followed by the 1979 Soviet–Afghan War, Soviet invasion, marked the first major wave of internal displacement and international migration to neighboring Afghans in Iran, Iran and Afghans in Pakistan, Pakistan; smaller numbers also went to Afghans in India, India or to countries of the Post-Soviet states, former Soviet Union. The Islamic Emirate of Afghanistan (), also referred to as the First Islamic Emirate of Afghanistan, was a totalitarian Islamic state led by the Taliban that ruled most of Afghanistan from 1996 to 2001. At its peak, the Taliban government controlled approximately 90% of the country, while remaining regions in the northeast were held by the Northern Alliance, which maintained broad international recognition as a continuation of the Islamic State of Afghanistan. The Bonn Agreement (officially the Agreement on Provisional Arrangements in Afghanistan Pending the Re-Establishment of Permanent Government Institutions) was the initial series of agreements passed on December 5, 2001 during an international conference on Afghanistan held in Bonn. It was intended to re-create the Islamic State of Afghanistan following the U.S. invasion of Afghanistan that followed the September 11, 2001, terrorist attacks. Khalil Haqqani
Khalil Rahman Haqqani (11December 2024) was an Afghan politician and military leader. A Pashtun mujahideen commander, he was designated Specially Designated Global Terrorist by the United States. Haqqani had been the acting Minister of Refugee and Repatriation in the internationally unrecognized Taliban regime since 7 September 2021. He was a prominent member of the insurgent Haqqani network. Haqqani was killed by a suicide bomber on 11 December 2024. The Islamic State – Khorasan Province claimed responsibility.
