The Ministry of Justice () is a department of the Council of Ministers (Albania), Albanian Government, responsible for the implementation of government justice policy, the Albanian legal system in the Constitution of Albania, Constitution and general administrative law, civil law, procedural law and criminal law as well as matters relating to democratic issues, human rights, integration and minority issues and metropolitan affairs. The current Minister of Justice is Ulsi Manja since 18 September 2021. History The Ministry of Justice was one of the original ministries created following the Independence of Albania in 1912. Xhafer bey Ypi ( January 12, 1880, Starje – December 17, 1940) was an Albanian politician. A member of the Ypi family of Albania, he was educated at a university in Istanbul. In 1920–1921 he was Minister of Internal Affairs and Minister of Justice. He also held the position of Minister of Public Instruction. As the leader of the Popular Party, in late December 1921 he formed a government where Fan S. Noli was the Minister of Foreign Affairs and Ahmed Zogu was the Minister of Internal Affairs. Thoma Orologa (1888 – 30 November 1947) was an Albanian jurist, politician and a leader of the anti-communist resistance in Albania during World War II. Life Born in 1888 in Korçë, in the Manastir Vilayet of the Ottoman Empire (present-day Albania) he studied law in Athens and Paris. After finishing his studies he returned to Korçë, where he worked as a lawyer and supported Kostaq Kota's efforts for independence of the area from French rule. In 1927 he became a member of the law reform committee of Albania and a professor of law at the school of law of Tirana. In 1931 he became the president of the civil code reforms committee, while a year later he was elected deputy of Korçë in the Albanian parliament. He was one of the signatories of the Albanian Declaration of Independence and served as Prime Minister of Albania three times. Hysen Vrioni, sometime referred to as Hysein Vrioni was an Albanian politician during the 1920s and 1930s. Life Hysen Vrioni was the son of Aziz Pasha Vrioni, a member of the influential Vrioni family of south Albania. He studied law and worked as a clerk for the Ottoman Empire before the Albanian Declaration of Independence. Between others, he served as Kaymakam in Tirana. He was part of the delegation that went to Neuwied, Germany in 1914, to offer the Albanian crown to Prince Wilhelm of Wied. The Congress of Lushnje elected him as senator.
