Foreign Minister
In many countries, the ministry of foreign affairs (abbreviated as MFA or MOFA) is the highest government department exclusively or primarily responsible for the state's foreign policy and relations, diplomacy, bilateral, and multilateral relations affairs as well as for providing support, including consular services, for a country's citizens who are abroad. Terepai Maoate
Sir Terepai Tuamure Maoate (1 September 1934 – 9 July 2012) was Prime Minister of the Cook Islands from 18 November 1999 to 11 February 2002. He was a member of the Cook Islands Democratic Party. Maoate was born in Rarotonga on 1 September 1934, and educated at Ngatangiia Primary School, Fiji School of Medicine, and the University of Auckland (New Zealand). He worked as a medical doctor before becoming Director of Clinical Services for the Ministry of Health in 1976. Maoate was elected to the Cook Islands Parliament as MP for Ngatangiia in the March 1983 general election. He subsequently served as Minister of Health and Agriculture in the Democratic cabinet of Tom Davis, and between 1985 and 1989 was also Deputy Prime Minister. In 1998, Maoate became Leader of the Democratic party and Leader of the Opposition. Government Of The Cook Islands
The Cabinet of the Cook Islands is the policy and decision-making body of the executive branch of the Cook Islands Government. It consists of the Prime Minister and a number of other Ministers, who are collectively responsible to Parliament. Legislative basis Unlike other Commonwealth Realms, the Cook Islands Cabinet has a formal legislative basis in the Cook Islands Constitution. Cabinet consists of the Prime Minister and up to six other ministers. Members are appointed by the King's Representative on advice of the Prime Minister, and must be Members of Parliament. All Cabinet ministers also serve as members of the Executive Council, which advises the King's Representative. Cabinet decisions take effect after four days, or when formally confirmed by the Executive Council. Tingika Elikana
Tingika Elikana (born 5 November 1961) is a Cook Islands civil servant, politician and Cabinet Minister. He is a member of the Cook Islands Party. Early life, education and work Elikana was born on Pukapuka and educated at Pukapuka School and Tereora College. He studied law at Victoria University of Wellington in New Zealand and then a Masters of Business Administration at the University of the South Pacific as well as public sector management at Massey University. He worked as a police officer, and then as a crown prosecutor, Deputy Solicitor General, and Solicitor General. From 2011 to 2018 he was Secretary for Justice. Political career He was elected to the Cook Islands Parliament at the 2018 Cook Islands general election. After his election, the government charted a special flight at a cost of $32,000 to collect him from the outer islands. Mark Brown (Cook Islands)
Mark Stephen Brown (born 28 February 1963) is a Cook Islands politician and Prime Minister of the Cook Islands. He had previously served as Deputy Prime Minister under Henry Puna. He is a member of the Cook Islands Party. Early life Brown was born in 1963 in Avarua on Rarotonga, and educated at Nikao Maori School, Nikao Side School, Tereora College and Gisborne Boys' High School in New Zealand. He holds a Diploma in Public Sector Management from Massey University in New Zealand and a Masters in Business Administration from the University of the South Pacific. He has worked as a public servant, including as a policy advisor for the Prime Minister's Office and as head of the Ministry of Agriculture, and as a property developer. Henry Puna
Henry Tuakeu Puna (born 29 July 1949) is a Cook Islands politician. He most recently served as the secretary-general of the Pacific Islands Forum from May of 2021 to 2024. He was Prime Minister of the Cook Islands from November 2010 to October 2020. Since 2006 he has been leader of the Cook Islands Party. Puna was elected to the Parliament of the Cook Islands at the 2005 Manihiki by-election. He lost his seat at the 2006 election, but regained it in the CIP victory at the 2010 election which saw him elected prime minister. During his time as prime minister, he held various ministerial portfolios, including Foreign affairs, Marine Resources, and Energy. In June 2020 Puna announced his intention to stand down as prime minister in September to compete for the role of secretary-general of the Pacific Islands Forum. Robert Wigmore
Robert George Wigmore (8 September 1949 – 13 April 2012) was the leader of the Cook Islands Democratic Party from 2010 – 2012, and Deputy Prime Minister of the Cook Islands from 2009 to 2010. He served as a Minister in the Cabinets of Robert Woonton and Jim Marurai. Early life Wigmore was born in Rarotonga. He was educated in Titikaveka, and worked as a farmer, running Wigmore Farms and the Wigmore Superstore, the largest supplier of fresh fruit and vegetables in the Cook Islands. He served as president of the Cook Islands Chamber of Commerce, and in 1985 he was elected President of the Cook Islands Producers Federation. Jim Marurai
Jim Marurai (9 July 1947 – November 2020) was a Cook Islands politician who served as Prime Minister of the Cook Islands from 2004 to 2010. He was a member of the Democratic Party (Cook Islands), Democratic Party. Personal life Marurai was born in Ivirua, Mangaia. He attended Ivirua and Oneroa Primary school and then Tereora College on Rarotonga and Napier Boys' High School in New Zealand. He later studied to be a teacher at the University of Otago in Dunedin, New Zealand. Marurai's wife, Tuaine Marurai, died on 14 September 2005 in Auckland, New Zealand, at the age of 56 after suffering from cancer. She was buried on her home island of Mangaia. The Cook Islands is an island country in Polynesia, part of Oceania in the South Pacific Ocean. It consists of 15 islands whose total land area is approximately . The Cook Islands' Exclusive Economic Zone (EEZ) covers of ocean. Avarua is its capital. The Cook Islands is self-governing while in free association with New Zealand. Wilkie Olaf Patua Rasmussen (born 21 March 1958) is a Cook Islands politician and former Cook Islands Cabinet, Cabinet Minister. From 2013 to 2015 he was leader of the Democratic Party (Cook Islands), Cook Islands Democratic Party. Early life Rasmussen was born in Omoka on Penrhyn Island. He attended the University of Auckland, graduating with a Bachelor of Arts, Master of Arts, and Bachelor of Laws. After practising as a barrister and solicitor, he became Secretary to the Cook Islands Cabinet, then High Commissioner to New Zealand from 2000 to 2002. Tom Marsters
Sir Tom John Marsters, (born 4 August 1945) is the current King's Representative to the Cook Islands (formerly the 7th. Queen's Representative). He is a former Deputy Prime Minister of the Cook Islands, Foreign Minister, and Deputy Leader of the Cook Islands Party. Personal life Marsters was born on Palmerston Island and educated at Nikao and Avarua Primary Schools before attending Avele College in Samoa and Grimsby Institute of Further & Higher Education, Grimsby Institute of Technology in the United Kingdom. Before entering politics he worked as a public servant. He was Secretary General of the Cook Islands Party from 1968 to 1999.
