Minister Of Public Security (China)
The minister of public security is a member of the State Council of the People's Republic of China and the head of the Ministry of Public Security (MPS). The position reports directly to the head of the Central Political and Legal Affairs Commission (CPLC) of the Chinese Communist Party. Within the State Council, the position is eight in order of precedence. Officially, the minister is nominated by the premier of the State Council, who is then approved by the National People's Congress or its Standing Committee and appointed by the president. The minister is tasked with overseeing the public security police forces throughout the country. The minister concurrently serves as the director of the MPS Special Duty Bureau, responsible for protecting high-ranking political leaders. Police ranks are a system of hierarchy, hierarchical relationships in police organizations. The rank system defines authority and responsibility in a police organization, and affects the culture within the police force. Police ranks, dependent on country, are similar to military ranks in function and design due to policing in many countries developing from military organizations and operations, such as in western Europe, former USSR, Soviet countries, and British Empire, English-speaking countries. Usually, uniforms denote the bearer's rank by particular insignia affixed to the uniforms. Rank is not only used to designate leadership, but to establish pay-grade as well. Secretariat Of The Chinese Communist Party
The Central Secretariat of the Chinese Communist Party, officially the Secretariat of the Communist Party of China Central Committee, is a body serving the Politburo of the Chinese Communist Party and its Standing Committee. The secretariat is mainly responsible for carrying out routine operations of the Politburo and the coordination of organizations and stakeholders to achieve tasks as set out by the Politburo. It is empowered by the Politburo to make routine day-to-day decisions on issues of concern in accordance to the decisions of the Politburo, but it must consult the Politburo on substantive matters. Xie Fuzhi
Xie Fuzhi (; 26 September 1909 – 26 March 1972) was a Chinese Communist Party military commander, political commissar, and national security specialist. He was born in 1909 in Hong'an County, Hubei and died in Beijing in 1972. Xie was known for his efficiency and his loyalty to Mao Zedong, and during the Cultural Revolution he played a key role in hunting down the Chairman's enemies in his capacity as Minister of Public Security from 1959 to 1972. Zhou Enlai (; 5 March 1898 – 8 January 1976) was a Chinese statesman and military officer who served as the first premier of the People's Republic of China from 1 October 1949 until his death on 8 January 1976. Luo Ruiqing
Luo Ruiqing (; May 31, 1906 – August 3, 1978), formerly romanized as Lo Jui-ch'ing, was a Chinese army officer and politician, general of the People's Liberation Army. He created the People's Republic of China's security and police apparatus after the Communist victory in the civil war in his capacity as the first Minister of Public Security from 1949 to 1959, and then served as Chief of Joint Staff from 1959 to 1965, achieving military victory in the Sino-Indian War.
