Mikhail Golovatov
Mikhail Vasilyevich Golovatov (; 23 August 1949 – 1 August 2022) was a Russian intelligence officer. In 1965, Golovatov enrolled at the N. N. Godovikov Moscow Aviation College. He worked at the until 1972. Golovatov was a member of the sports and fitness society Dynamo Sports Club from 1965 to 1971. He worked with the KGB. In 1984, Golovatov was dispatched to Khabarovsk, where he established the regional branch of the KGB's Alpha Group. He was later commander of Alpha Group. In 2011, Golovatov was arrested at Vienna International Airport by Austrian police, having been placed on the European Arrest Warrant by Lithuania for his role in the events of 13 January 1991. The Lithuanian government was informed, but Austrian authorities released him within 24 hours, claiming that the information provided by Lithuania was "too vague". Toomas Hendrik Ilves
Toomas Hendrik Ilves (; born 26 December 1953) is an Estonian politician who served as the fourth president of Estonia from 2006 until 2016. Ilves worked as a diplomat and journalist, and he was the leader of the Social Democratic Party in the 1990s. He served in the government as Minister of Foreign Affairs from 1996 to 1998 and again from 1999 to 2002. Later, he was a Member of the European Parliament from 2004 to 2006. He was elected as President of Estonia by an electoral college on 23 September 2006 and his term as President began on 9 October 2006. He was reelected by Parliament in 2011. On 1 May 2025, Ilves announced that he had "broken with my promise to avoid all party politics" and joined Volt Europa. The Order of the Red Banner () was the first Soviet military decoration. The Order was established on 16 September 1918, during the Russian Civil War by decree of the All-Russian Central Executive Committee. It was the highest award of Soviet Russia, subsequently the Soviet Union, until the Order of Lenin was established in 1930. Recipients were recognised for extraordinary heroism, dedication, and courage demonstrated on the battlefield. The Order was awarded to individuals as well as to military units, cities, ships, political and social organizations, and state enterprises. In later years, it was also awarded on the twentieth and again on the thirtieth anniversary of military, police, or state security service without requiring participation in combat (the "Long Service Award" variant). Award history The Medal "For Courage" was created by the decision of the Presidium of the Supreme Soviet of the USSR on 17 October 1938. It was awarded to soldiers of the Soviet Army, Navy, border and internal troops and other citizens of the USSR, as well as to persons who are not citizens of the USSR, for personal courage and bravery displayed in battles against the enemies of the socialist fatherland, while protecting the state border of the USSR, during the performance of military duties in circumstances involving a risk to life.
