Merikasarmi (originally known as ''Katajanokan kasarmi'') is a barracks building in Katajanokka, Helsinki, Finland, originally built for the military of the Empire of Russia from 1816 to 1820,Kaija Ollila, Kirsti Toppari: ''Puhvelista Punatulkkuun, Helsingin vanhoja kortteleita'', pp. 308-309. Sanoma Oy, 1998. . which currently houses the premises of the Ministry for Foreign Affairs in Finland. The barracks was designed by Carl Ludvig Engel. Before the Foreign Ministry moved to the area in the late 1980s the buildings were renovated and partly rebuilt according to the plans of Professor of Architecture Erik Kråkström. To the north of the Merikasarmi building, the icebreakers of the Finnish state are anchored to the Katajanokka quay. Katajanokka
Katajanokka ( sv, Skatudden) is a neighbourhood of Helsinki, Finland, with around 4000 inhabitants in 2005. The district is located adjacent to the immediate downtown area, though in the first major town plan for Helsinki from the mid-18th century, the area fell outside the fortifications planned to encircle the city. Originally, Katajanokka was a headland of the Helsinki peninsula but is now technically an island, as a small canal was dug across the base of the headland in the 19th century. There are four bridges across the canal connecting Katajanokka with mainland Helsinki. Buildings in Katajanokka include the former Katajanokka prison (now a Tribute Portfolio hotel by Marriott), the Uspenski Cathedral, the Katajanokka Casino, Wanha Satama, the Stora Enso head office designed by Alvar Aalto, the building of the Ministry for Foreign Affairs and the Katajanokka Terminal used by Viking Line. The Ministry for Foreign Affairs (MFA) is a ministry in the Finnish Government and is responsible for preparing and implementing the government's foreign policy. Organisation The ministry in 2017 has a total budget of 1.079 billion euros, of which 675 million will be spent on development cooperation and 248 million euros on the ministry's operating expenses. Military Of The Grand Duchy Of Finland
Between 1809 and 1917 Finland was an autonomous part of the Russian Empire as the Grand Duchy of Finland. Between 1881 and 1901 the Grand Duchy had its own army. Before that several other military units had also been formed. The Grand Duchy inherited its allotment system ( Finnish: ''ruotujakolaitos'', Swedish: ''indelningsverket'') from the Swedish military organization. However, for several decades, Russian rulers did not require military service from Finland – operations and defence were mostly taken care by Russian troops based in the Grand Duchy. As a result, officer benefits of the allotment system became practically pensions, as payment was based on passive availability, not on actual service. The Diet of Finland made a pact with Tsar Alexander I; Finland paid a tax to Russia as compensation and military service was not called. Santahamina ( sv, Sandhamn) is an island and neighbourhood of Eastern Helsinki, Finland. At present it is a military base housing the Guard Jaeger Regiment, making access restricted. The Finnish National Defence University (NDU) is also located on the island. Santahamina housed before 2007 a mediumwave broadcasting station used by Yle for broadcasting on 558 kHz with 100 kW.
